- Congress President and Leader of Opposition in Rajya Sabha Mallikarjun Kharge Writes to PM Modi on Delimitation and Possible Special Parliament Session New Delhi, August 27, 2026: Congress President and Leader of Opposition in the Rajya Sabha Mallikarjun Kharge has written to Prime Minister Narendra Modi, reiterating his demand for an all-party meeting on the government’s proposed delimitation exercise. In his letter, dated August 27, 2026, Kharge also raised questions over the delay in proroguing the Monsoon Session of Parliament and referred to the possibility of a special session indicated by the Union Minister of Parliamentary Affairs during a television interview. Kharge said he had previously written to the Prime Minister on July 16, 2026, requesting that an all-party meeting be convened to discuss the government’s proposals concerning delimitation. He said he had also sought adequate time for political parties and state governments to study the proposals before any special session of Parliament was convened. “Before you go ahead as indicated by the Union Minister of Parliamentary Affairs, I wish to reiterate my earlier request to you,” Kharge said in the letter. He urged the Prime Minister to: Convene an all-party meeting to discuss the delimitation proposals under consideration; and Provide all political parties and state governments adequate time to study and examine the proposals. Kharge said the issue was of “enormous significance for the country” and urged the government not to repeat what he described as an attempt to “bulldoze” the process in April. Congress Sets Out Its Position In the letter, Kharge said the Indian National Congress had a clear position on the matter. He listed three key points: The existing strength of the Lok Sabha should be maintained at 543 seats for another 25 years; The existing state-wise representation in the Lok Sabha should also be maintained for another 25 years; and One-third reservation for women should be introduced from the 2029 Lok Sabha elections. Kharge’s letter comes amid political discussion over the government’s reported plans for delimitation and the possible convening of a special session of Parliament. He said the continued delay in proroguing the Monsoon Session appeared to be connected to the possibility of a special session. The Congress president maintained that political parties and state governments should be given sufficient time to understand and respond to any proposed changes before the government proceeds with the matter. He concluded by reiterating that the delimitation issue had far-reaching implications for the country and required consultation and broad political agreement.
